Wherever you click with this tool, it selects pixels that are within a range of the same color. You determine that range by changing the 'tolerance" of the tool. (Click window/Options when you have the tool selected). The lower the range number, the closer your selection will stay to the color of the pixel you clicked on. As the number increases, the more pixels of similar range the tool will select on a linear scale
